The FAA Plans an $875 Million AI Push for Air Traffic Control

The Federal Aviation Administration is turning to artificial intelligence as it tries to ease pressure on the U.S. air traffic control system. The agency has been dealing with a persistent shortage of controllers, while also working to modernize infrastructure that has grown increasingly difficult to manage. One of its proposed technology solutions is a software program expected to cost $875 million over 12 years.

What SMART is designed to do

According to reporting by The Wall Street Journal, the FAA is preparing to launch SMART, short for Strategic Management of Airspace, Routes, and Trajectories. Developed by Air Space Intelligence, the product is described as a cloud-based platform that will enhance the FAA’s existing air traffic management systems.

SMART is not presented as an autonomous replacement for air traffic controllers. Its role is to bring together operational data and help staff see potential problems earlier. The program is expected to evaluate factors such as:

  • airline schedules;
  • weather conditions;
  • airport capacity;
  • the state of the airspace; and
  • operational constraints.

Using those inputs, the system will forecast traffic flows and identify possible conflicts before they occur. In practical terms, that could reduce the amount of manual coordination required across separate sources of information and give controllers more time to respond to congestion or route changes.

The available material does not specify how SMART’s recommendations will appear in controllers’ workflows. It also does not provide performance targets, details of its safety validation, or evidence that the system has already demonstrated benefits in live operations. Those omissions matter because prediction is only useful when it is timely, understandable, and dependable in unusual situations.

A regional launch first

The platform is expected to roll out first in the Washington, D.C., metropolitan area before expanding to other regions. The initial deployment will place the system in a busy and operationally complex environment, although the material does not disclose a detailed timetable, the size of the pilot, or the criteria that will determine whether it expands.

SMART is also only one part of the FAA’s response. Earlier this year, the agency announced a new hiring plan aimed at addressing its long-running staffing shortage. Separately, the government is pursuing a wider modernization effort for the country’s aging air traffic systems. That makes SMART best understood as a digital layer supporting recruitment and infrastructure upgrades, rather than a standalone fix for the controller shortage.

Why the investment matters

A 12-year commitment of $875 million signals that the FAA sees AI as a major component of air traffic modernization. It also raises questions about reliability, cybersecurity, explainability, integration with legacy systems, and accountability when the software’s forecast is wrong.

Air traffic control is a high-consequence environment. Any recommendation will still need to fit within human decision-making and established safety procedures. The eventual value of SMART will therefore depend not only on the accuracy of its models, but also on data quality, system availability, and whether controllers can use its output without adding new complexity.

More broadly, the project shows how public-sector AI is moving beyond administrative automation into real-time infrastructure. The Washington-area rollout could provide an early test of whether AI can serve as a practical and controllable assistant in one of the most demanding operational settings.
